Engineered timber flooring from China: specs and compliance for Australia

Why builders are importing engineered timber flooring from China

Engineered timber flooring is one of the larger finished surfaces in a house, and the price gap between Australian retail and factory-direct is wide. Engineered oak commonly sits at $70 to $160 per square metre through Australian suppliers, and premium wide-board European oak runs past $200. The same board sourced direct from a Chinese factory is often $22 to $55 per square metre ex-factory.

On a 150sqm house that is real money: $7,000 to $18,000 in flooring cost before underlay and installation. The catch is that engineered timber is a layered product where the cheap versions and the good versions look identical in a photo, and Australia has formaldehyde and moisture rules that a bad board will fail. The saving only holds if you read the spec properly.

What engineered timber flooring actually is

Engineered timber flooring is a real timber wear layer bonded over a stable core, unlike solid timber which is one piece through the full thickness. The layered construction is what makes it stable across Australian humidity swings, and it is also where corners get cut.

A typical board has three parts:

  • Wear layer (the veneer): the real hardwood surface, commonly oak, that you see, sand, and refinish. Thickness runs from about 0.6mm on the cheapest boards to 6mm on the best.
  • Core: plywood, HDF (high density fibreboard), or a hardwood block core. Multi-ply birch or eucalyptus plywood is the most stable and the most common on quality boards.
  • Backing veneer: a balancing layer on the underside that stops the board cupping.

Total thickness is usually 12mm to 21mm, with 14mm and 15mm the common residential formats. A thick board with a thin wear layer is still a thin wear layer, so do not judge quality by overall thickness alone.


Wear layer and core: reading the spec

The single number that decides how long the floor lasts is the wear layer thickness, because it sets how many times the floor can be sanded and refinished.

For an owner-occupier build, a 3mm or thicker wear layer over a plywood core is the sensible floor. A 0.6mm veneer over an HDF core is fine for a rental refresh but cannot be repaired if it is scratched or dented.

Other spec lines worth confirming in the purchase order:

  • Core material: specify birch or eucalyptus plywood if you want maximum stability. HDF cores are cheaper and less tolerant of moisture.
  • Finish: UV-cured polyurethane or a UV oil. Ask for the number of coats and the abrasion rating.
  • Grade: select, natural, or rustic, which sets how much knot and colour variation you get.
  • Board size: wider and longer boards look better but move more, so stability matters more as boards get bigger.

Formaldehyde and Australian compliance

Engineered flooring uses adhesives to bond its layers, and those adhesives can off-gas formaldehyde. Australia regulates this through formaldehyde emission classes, and it is the compliance point most likely to catch an imported floor.

The emission classes to know are E0 and E1, defined under the AS/NZS 1859 panel standards, with E0 the lower-emission class. Super E0 and F4 star (a Japanese class) are lower again and are marketed on better boards. The international CARB2 standard (California Air Resources Board Phase 2) is broadly comparable and widely quoted by Chinese factories exporting to regulated markets.

What to demand from the factory:

  • A current formaldehyde emission test certificate showing the class (aim for E0 or better).
  • Confirmation of the adhesive system used through the core.
  • Test documentation that names the product, not a generic mill certificate.

Treat the exact standard and current threshold as something to confirm, because emission rules and the referenced standards get updated. Ask your building surveyor or supplier which class your project specification calls for, and have the factory certificate match it before you order. A floor that cannot produce a credible emissions certificate should not make your shortlist.


Acclimatisation and installation

Most imported-floor failures are not manufacturing faults, they are moisture and installation faults, and they are avoidable.

  • Acclimatise the boards. Let the flooring sit in the room it will be laid in, in its final conditions, for the period the manufacturer specifies (commonly several days to two weeks). Timber moves with the moisture in the air, and laying a container-fresh board tight to the walls is how you get cupping and gaps a month later.
  • Check the subfloor moisture. A concrete slab must be dry to the level the adhesive maker requires. Lay a moisture barrier where specified.
  • Leave expansion gaps. Engineered boards still expand and contract. Leave the perimeter gap the manufacturer calls for and do not pin the floor at the edges.
  • Match the fixing to the format. Click-lock floating floors, glue-down, and secret-nail systems each suit different subfloors. Confirm the profile you are ordering matches how your installer wants to lay it.

Order 7 to 10% more than the room area to cover cuts, waste, and future repairs, and keep the surplus as attic stock from the same batch so a later repair matches.

For 150sqm of 14mm engineered oak with a 3mm wear layer, click-lock, ordering about 10% over for waste (165sqm):

Common mistakes when importing engineered flooring

Judging quality by total thickness. A 15mm board can carry a 0.6mm veneer. The wear layer, not the overall thickness, decides how long the floor lasts.

Skipping the formaldehyde certificate. Emissions compliance is not optional and a cheap board is where it slips. Demand a current E0 or better certificate that names the product.

Not acclimatising. Laying container-fresh boards tight to the walls causes cupping and gaps. Give the timber time in the room and leave the expansion gap.

Underordering. Wastage on cuts and future repairs means 7 to 10% over, from one batch, so a later board matches.

Ignoring the subfloor. A wet slab wrecks a good floor. Test moisture and lay the barrier the adhesive maker specifies.
